Land Bank Authority Property Priorities and Policies: The Board approved the amended Ottawa County Land Bank Authority Priorities and Policies for Property Acquisition and Disposition.

Post-Execution Ratification of Contracts: The Board ratified all contracts for the period of November 19, 2025, to December 11, 2025, currently pending on the post-execution ratification list as authorized under Section IV(D)(2) of the Ottawa County Contracting Authorization and Form Policy, as below:

Sheriff’s Office Personnel Request: The Board approved the request from the Sheriff's Office to convert four (4) Corrections Deputy positions to one (1) Jail Intake Supervisor, two (2) Clerk III positions, and one (1) Corrections Sergeant at a net cost increase of $3,166.42.

Ottawa County Water Supply System Refunding Bonds, Series 2026: The Board approved the resolution to authorize the issuance of Ottawa County Water Supply System Refunding Bonds, Series 2026, not to exceed $18,960,000.

Franklin Street Parking Lot: The Board approved the 10-year lease agreement with the City of Grand Haven for the County's smaller, currently excess surface parking lot on the south side of Franklin Street in the City of Grand Haven known as “Lot 24”.

Cost Allocation Plan Services: The Board approved a 5-year contract with MGT Impact Solutions, LLC for Cost Allocation Plan services at a total cost of $91,585.

Community Mental Health Transition: The Board failed to approve the Resolution authorizing the setting of three (3) public hearings to engage the public on the possible creation of a Community Mental Health Authority in Ottawa County.

I voted no on this item, as this underlying discussion was just introduced to us at the November 21 meeting. We had been promised very specific information before we were going to consider any next steps, which we have not yet received, much less considered. Public hearings will be important if the Board decides to move forward, but taking the step of setting them up now is simply too soon and could be injurious both to the process and the public trust on a very important item. Community Action Agency Advisory Board – Consumer Sector Seat: The Board accepted the nomination of Gabrielle Dunai to the Community Action Agency Advisory Board Consumer sector seat beginning December 18, 2025, and ending December 17, 2028

Kleinjans v. Moss: The Board voted accept the Defense Counsel’s recommendation regarding Kleinjans v. Moss as outlined in the opinion letter dated December 5, 2025. The settlement terms were for $112,500.

I voted yes because I beleive the settlement offer was reasonable and fair for Ottawa County.

FY26 Budget Adjustments: The Board approved the FY2026 budget adjustments per the attached schedule.
